Where we notarize, who can act, and who covers a deal.
Two independent switches. Online notary decides whether we offer a remote
session at all; our own notary decides whether a Rebuilt-commissioned notary
takes it rather than the vendor's pool. A state with online notary off sends the document the
in-person route instead — which is correct, not a failure.
Anything not listed is off, and off means in-person.
